Modify boiler efficiency curve--lower priority

Looking for a not flat boiler performance curve in the MBL... ask CU to make a new or or validated parameters for 4th gen?

It would probably be more representative of an HHW boiler serving a DES to have a non-flat efficiency curve. (Here's where the efficiency curve is set.) If we want to modify this, I could do some research to figure out what might be a more suitable default. (I think a default is appropriate, since this is probably too detailed to be set thru user input.) This isn't a high-priority item.

LBNL is working on updating the boiler efficiency curves. Will wait until they are complete with that task.
