What behavior were you expecting?

We use ISSUE_TEMPLATE.md file to set default issue template. When repo maintainers add a new issue for others to tackle, we expect ourselves to add "Getting Started" section within the issue as a starting point code to look at (check out #929 for example).

What actually happened?

The template is currently missing "Getting Started" section. Looking for someone to add it to the ISSUE_TEMPLATE.md file w/ comment indicating the purpose of the section

Steps to reproduce

Open a new issue on GitHub. Check Getting Started" section is missing from the template
