Release tarball doesn't contain wrap_tpm.h #854

Trying to run fuzz tests from the 1.9.0 release tarball:

test/fuzz/init-token-label.fuzz32.c:12:10: fatal error: 'wrap_tpm.h' file not found
#include "wrap_tpm.h"
         ^~~~~~~~~~~~
