Page request: scrun

Command description

scrun is part of Slurm, which was tracked in #2068. However, this issue has now been closed, even though scrun is still lacking a page. This was a concious decision, because scrun is not part of the Slurm user interface, but aimed at application developers of containerisation engines (If I'm not mistaken), see here.

Therefore, I created this issue to remind us that the scrun page is still missing, even though the Slurm tracking issue is closed. Feel free to create the page :) I cannot do it since I have no experience using it.
