[New App] Bonsai Framework

Hi TodoMVC maintainers!

Bonsai is an Elm-inspired OCaml framework for building client-side web applications.
I've read the contributing guidelines, and Bonsai checks most but not all of the boxes. It does not have 5k stars, and because it is OCaml based likely never will.

I think Bonsai presents novelty beyond the already existing Js_of_ocaml app, and would be a good addition to the collection here. I've already built the app in a private repo, let me know if the project is open to including it and I'll open a pull request.
