Improve release publishing process

At the moment we use single task to run all builds and publish artifacts to registries.
This takes a lot of times and often fails due to external factors.
Retrying such jobs becomes the only way to get through.

There was probably a reason why all publishing was done inside one task, but we could try to split it into building and publishing to guarantee everything is published at once or nothing is.
