UI: Create single view for queue and worker-manager workers

Historically we have workers page that shows all workers known to the queue, i.e. the ones that are picking up tasks.

There are also worker-manager workers that are being stopped some time ago, or are still booting up. Those will not be shown on the first view, because queue doesn't know anything about it yet.

Ideally we should have a single view with both lists combined with extra filters
