(Infra): Upgrade Docsy to latest and upgrade Hugo #377

Both Docsy and Hugo are several versions behind.
Upgrade the theme to latest and migrate to the theme as a Go module. https://www.docsy.dev/docs/updating/convert-site-to-module/
Upgrade Hugo to at least 110, which is required by Docsy.
Clean up -> for example, there shouldn't be any files that override theme files (eg, head.html)
