In order to ensure communication between host and sensor (Hokuyo) is it supposed to use a XML file?

Hi, the hokuyo driver will handle that for you. However it needs some parameters to be set in the parameter server. The suggested launch file (xml file) ensures that those parameters are set and runs the node, therefore is recommended.
