Paypal (and other methods) should be presented at the payment method step during checkout #313

It makes sense to show the option for something like paying with Paypal at the Payment Method step during checkout, instead of directly at the beginning of the checkout.

I suppose you can use PayPal Standard, however the flow with PayPal Standard means you can have confirmed orders without payments. If you could make it so that you can't confirm an order until the payment is confirmed that would be better.

Resolved for PayPal, #1032 for AmazonPay.
