News Plugin comment moderating functions

The news plugin is missing some features to moderate the comment section nicely.

Missing is:

1. Disable comments completely (No add comment view, disable view of already submitted comments, remove comment count bubble from news overview)

2. Check comments before publishing by administrator

3. Custom headline (Not just "News")

1. can already be set on newsitem level
2. Until this was implemented the shop can send you notifactation when a new comment was written. Therefore you must enable the setting Notify about new news comments
3. There is a resource for this whcih you can edit. Go to Admin > Configuration > Regional Settings > Languages. View the string resources for the language for which you want to change the title and search for the resource by entering "=News" into the Resource name filter.
