How can I test it locally (on my windows) before I can hook it up to our Jenkins?

Hi Y'all,
Is there a way to run tests on local (We are windows shop :-) ) before I can create workflow in our Jenkins.

When I run it on my local, it gives me this weird message and not sure how to test the automated versioning process:
