Enable the ppc64le architecture support.

Describe the issue
Currently, the CI pipeline for seaweedfs generates tar files for amd64 and arm architectures, but it lacks support for ppc64le architecture.

Expected behavior
The CI pipeline should include support for building and generating tar files for the ppc64le architecture in addition to the existing amd64 and arm architectures.

Additional context
The lack of ppc64le architecture support in the CI pipeline prevents users on ppc64le systems from easily building and testing seaweedfs. Enabling support for this architecture would enhance the accessibility and usability of seaweedfs across a wider range of platforms.
