Currently, one can browse only inside opened projects in the workspace. It should be possible to load a scalastyle_configuration.xml from anywhere.

Update browse dialogs

Changes:

- Browse/Add and New configuration dialogs can now handle files
  that exist outside of the workspace
- It is no longer possible to add the same configuration multiple
  times to the list of configurations

Fixes scalastyle#4
