Make Pending download label more clear

Currently when a download is pending it says "waiting for approval or download to start". In this case i think it would be better if it was clear and showed the correct message either "waiting for approval" or "waiting for download to start" as in this case im unsure if i need to contact someone to approve it or if the download is taking its time to start.

Hey @DNYLA, you're right, that would be better.

I think the data the server currently gets makes it unclear whether it's awaiting approval or if it's waiting for download to begin unless we have a percentage get returned, but we should be able to improve on this (I probably overlooked something obvious).
