Should enable the "only reboot if alertmanager is clear" stuff.

If possible, would also be good to gate the reboot on .status.ceph.health == HEALTH_OK

I enabled the kured prometheus support in b2a89a6.

If Ceph cluster isn't healthy, that's a firing alert which would suppress reboots.

I was hoping to add some stuff to automatically schedule a silence, but that doesn't exist yet. Gotta watch kubereboot/kured#499 for that.
