The error looks like this:

Instead of just being static, it could have an easy way to pop up a modal with editing of compute server quotas.

Even if/when we change quotas to be "soft" (or do that optionally), we could still make it easy to change them from here.

WORKAROUND: Go to https://cocalc.com/settings/purchases, expand "Spending Limits", and edit the monthly limit.
