Create a separate site for sharing evaluations and related discussions

Summary of issue

https://satre-specification.readthedocs.io/en/stable/ is the formal specification; the content of this site should therefore be tightly controlled. We should ahve a second site where we can publish evaluations that TREs are happy to be public. This site could additionally be used to publish notes that aren't part of the specificaiotn, e.g.meeting reports.

What needs to be done?

Create a new site. Given that we want to auto-format evaluations CSVs GitHub pages with a static templating language (Jekyll, Hugo) is probably better than readthedocs.
