Popup tails get cut off #760

Describe the bug

Sometimes, the triangular tails on popup boxes appear cut off.

To Reproduce (bugs MUST be replicable)

Town Seed (click here for info): brokenbubblygazelle

Any seed will work.

Page to navigate to, buttons to press, etc:

Mouse over blue spans which have popups. Often, the tail will be cut off, making a trapezoid.

Tried replicating this both locally and at main site, used that seed, was not be able to reproduce.
