Pending restart (app)

When a user changes an app config or their local domain for example, they don't have the info about which app needs to be restarted to update the config. We need to add a small indicator in the UI

But if you change for example the local domay, when runtipi restarts, it re-generate the .envs rigth?

Restarting runtipi, will essentially call a "start" on all apps that were already running, so it's equivalent to a restart and will re-generate the app.env yes
