pylint: .pylintrc config file ignored

Issue

A custom configuration in .pylintrc file seems to be not taking effect in an ICI-powered CI run. I see a warning (below), and rules defined in the file in question are not taking effect:

No config file found, using default configuration

(Suggested) condition of satisfaction

• .pylintrc config file at the top of repo is read.
• Documented a path to be passed to an option of pylint, --rcfile (from pylint 2.16 doc)

Example problematic behavior

To be shared (currently I'm running into this issue in a private repo that can't share).
