Expose CLI entry points in nuget package

To guarantee no runtime dependencies on Reinforced.Typings, it would be great to expose the rtcli.dll separately as a NuGet package, so we could invoke TypeScript generation outside of the build process (or in it, but not dependent on MSBuild invoking the entry point).

It looks like the work has already been done to create a CLI... can we get that exposed separately?
