Webpack: Not all files are included in packaging

Currently, the netlify deployment requires a hack in the build. In order to get the src/actions directory and the rgov-development.css in the src directory, the netlify deploy command needs to be supplemented with manual cp commands.
Webpack config needs to be modified to include these in the deployment instead of the manual copy commands.
