Extending the delete formats supported by DeltaCAT

The current implementation of DELETE operations in deltaCAT is limited. The deltaCAT specification only supports DELETE payloads that specify primary key columns for equality matching. We would like to expand DELETE support in deltaCAT to include additional formats like positional deletes and more general equality-based deletes beyond just primary keys.
