Why is default core-metadata-version 2.1?

I noticed that License-Expression was missing from PKG-INFO although I had specified project.license. After tracing through the Hatch source I realized that it's because this is a Metadata-Version 2.3 field, but the default metadata version is 2.1. I see that I could modify core-metadata-version, but then I wonder why is it not 2.3 by default? Do I risk breaking something?
