Allow users to suggest docs edits

Issue details

Our user's have repeatedly suggested ways that we can improve our docs. The registry has no support for this, and bridged providers (>60% of providers) don't have support for external docs changes without lots of user pain.

The registry should accommodate user suggestions to docs and bridged providers should support user edits.
