This policy was deprecated by AWS in March - see https://docs.aws.amazon.com/lambda/latest/dg/security_iam_troubleshoot.html#security_iam_troubleshoot-admin-deprecation. If you upgrade to the latest Pulumi libraries for awsx and aws you should automatically get updated to the replacement policies.
