Pulp can be deployed in different manners.

As per documentation.

A default Pulp install is an “all-in-one” style setup with everything running on one machine. However, Pulp supports a clustered deployment across multiple machines and/or containers to increase availability and performance.

Scaling Pulp

To adjust these requirements the class PackageManager requires to be modified to fit the different scenarios.
