This might be related to #3695.

The Pre-Authentication framework should provide a module, that the user can choose a token from a list, which he wants to use to login.

The simple way would be to show the user a list of all his tokens.

Another way would be: If the pre-auth-module could be configured this way, that the admin can also configure, which tokens are show in this list, then this can also be a way to implement #3695.
E.g. a user might have TOTP, HOTP and SMS token, but the pre-auth-module would be configured this way, that only HOTPs and TOTPs are listed, thus the user could only choose between his TOTP and his HOTP token.
