High precision mouse is not active at startup on Android

Bug description

After opening the game, high precision mouse will effectively be disabled -- mouse sensitivity won't work.

This can be fixed by toggling high precision mouse off and on, or by re-focusing the app (eg. by going home or opening the app switcher and reactivating osu! again).

Noticed while looking into #28226.
