Pulsar integration

Is your feature request related to a problem? Please describe.
We'd prefer to use our in-house messaging system so that we can have consistent observability. We use Pulsar. OPAL supports Kafka but not Pulsar.

Hi Dan, you can add support for Pulsar by opening a PR on the broadcaster repository and adding the interface implementation.
