If a backing validator finds a candidate to be invalid and other backing validators to vote for it, it should raise a dispute once the candidate got included for good measure. Obviously this should be caught by approval checkers in our security model, still if it does not complicate code too much, we should not have a validator already knowing that a candidate is invalid but not doing anything about it.
