I had the very same problem, some digital created pdf's get broken when the archive-version (pdfa) is created. So you can either disable pdfa generation (thats what I do) |

I had this issue with one PDF as well. Interestingly, when I switched over to the browser's native PDF viewer, I didn't have any issues at all, so maybe this is a problem with the integrated PDF viewer? |

Since a couple of week, some PDFs I import have only content. So unable to process further the automated archiving...
Those are digital PDFs produced by an e-bill provider. The only thing I see is that they use now 4-Heights® PDF Processing SDK 3.9.0.8365 (http://www.pdf-tools.com)
It is not encrypted. When I try to copy text from the PDF, I also see the same characters in the clipboard. So should be a restriction however I cannot see it.
Tried with qpdf to clean/repair, same issue. Both pdfplumber and pdfminer.six show the same characters from extracted text.
There is no error messages in the logs as it is recognized has digital PDF with text.
Everything works with other PDF but not the ones provided by my e-bill provider. And as this is my main PDF provider this is sad for my archiving workflow...
I guess I could force OCR but maybe someone could help here.
