Is this, by chance, work needed in order to submit the thus-far completed books to Project Gutenberg as (free) ebooks? I noticed they don't have many available currently.

Potentially, yes. I made one flail at getting started with a Gutenberg export a while back. I was able to get the book registration part figured out, but I never finished figuring out how to properly reformat the text and indentations to work in their linebreaking and layout system.
