the port doesn't forward when node server completely restarts

Tried to fix problem with user having a cookie and completely restart node server, the port doesn't forward before loading dashboard resulting in it not loading, attempted to solve the issue but the fetch request in dashboard function forward keeps calling itself a few times.

replicate steps:
1: require the user the have a grafID cookie.
2: while logged in to the dashboard, kill the node server.
3: relaunching node server.
