EMU repo access for non-members + SAML token/key?

We are trying to use the feature to grant non-members repository access in an organization, using Enterprise Managed Users. https://github.com/features/preview/emu-non-members

However, we noticed that any keys or tokens cannot be authorized for use for the organization, because the user is not a member of the organization. The organization does not appear in the dropdown list of orgs available to authorize for.

Can anyone confirm whether this is a limitation?

Please disregard, resolved. Token/key can be still used in this manner.
