Why do some of my Org's repos have a "contributors" section on the main page and others do not? #111016

My organization has several repositories and some display a section on right of the main repo page called "Contributors" yet other repos in our org do not have this section. I can see no obvious difference between the ones that do or do not and find no setting to display this.
I have searched google from top to bottom and I can't even find a discussion about this feature. I find lots of threads discussing, "Why my contributions don't show up?" on a repo or profile or "How to view contributions for a repo?" that direct the user to the Insights tab.
I have found this seems to be random. I have verified Private vs Internal repos. It does not appear related to forks on type of commit. Or the Contributing user's git configuration as I myself show in the repos that have the section. Some repos don't even have the section at all even though our contributions show up under insights.

I realize this repo has only a few commits at this time but there are others far busier with the same issue.
