Description of issue

I know postgresql@11 has recently reached EOL so not sure this would be fixed, but I ran into this in CI/CD and came here to share:

brew install postgresql@11
brew services start  postgresql@11

Fails with the following in postgresql logs:

dyld[35684]: Library not loaded: /usr/local/opt/icu4c/lib/libicui18n.73.dylib

it seems icu4c has been updated to 74.2 but the symlink in postgres was not updated to

postgresql@11 was already deprecated when icu4c was updated to a newer version, so it was not tested nor rebuilt. Please consider migrating to a newer, supported version instead.
