is it allowed to create automated pull requests for formulae updates to https://github.com/Homebrew/homebrew-core?

I'm developing vrc-get and I want to make vrc-get on homebrew up to date with low maintenance cost so I want to create updating pull request to homebrew in my deployment action on github actions. Is this allowed?

Yes, it is, and many upstream developers are already doing this. You can use the Homebrew/actions/bump-packages action.
