Description of issue

I have not yet encountered this issue locally, but on Homebrew/homebrew-core#141201 (and previously Homebrew/homebrew-core#130971) the CI sometimes fails to download the itk4 distfile from certain SourceForge mirrors. I have not investigated this deeply, but I wonder if it has to do with the unusual path containing bracket characters (which are not escaped as %5B/%5D in the error message), and whether this is being mishandled by SourceForge’s redirect or mirror servers, and/or by homebrew.
