Actually, this is a bug report, but I did not do my installation in an interactive environment, and cannot provide you the information the bug tracker requests. However, it is very reproducible in a Docker container with this Dockerfile:

Just run with

You can try again using:
brew postinstall glibc
The reason is that the charmaps are gzip-compressed, but localedef needs gzip as helper to uncompress them (AFAIK), and gzip is not available. I found this workaround:
