This is a follow-up to #21206

That pull request adds y2038 replacements, but does not deprecate existing functions, which should be done at some not-too-distant point.

2038 seems like a long time away now, but there is a lot of work in making everything ready and tested for it, and every bit of help from upstreams (such as making clear what should not be used, or removing it altogether) is appreciated.
