Bug: 普通用户无法对分组进行操作， #651

问题重现步骤

1.普通用户权限全部给完，仍然无法操作分组.比如添加分组，移动分组，删除主机之类的
2.

报错/问题截图

此处右键没有fan'ying反应。

期望的结果

加入分组权限.
