同一个项目，如果前后有两个提交或者前后有两次申请，那么他们会同时进行发布操作。这样的话，同一个项目的两次发布之间可能会存在影响，这个可以避免吗？就是说同一个项目，在他有发布流程存在的时候进行阻塞，等前一个发布流程结束后在发布后一个流程，而不是同时发布。这个目前有什么办法可以实现吗？
