pbs_server, pbs_mom, pbs_comm not running in ubuntu 18.04

Hi, I have followed the installation guide for installing Openpbs in one of our local servers. I'm facing issues when running the pbs_server.

server2@ubuntu:~$ sudo /etc/init.d/pbs status
pbs_server is not running
pbs_mom is not running
pbs_sched is pid 29665
pbs_comm is not running

When looking at the log, it says Could not find any usable IP address for host localhost

I can't run any jobs or monitor any as the connection gets refused.

server2@ubuntu:~$ qstat
Connection refused
qstat: cannot connect to server ubuntu (errno=15010)

I'm new to OpenPBS. Please help
