Notifications: Migrate to persistedId #3681

An internal change is required by the deprecation of the current FCM API: openhab/openhab-cloud#449

This includes:

Use persistedId as CloudNotification.Id
Compare notifications by date in NotificationPoller, not id. The new ID won't be auto-incrementing anymore.
