Info banners should stick around for a longer time.

We currently have these set to only stay for a few seconds, which is too short a time for many users to see these. Perhaps all banners should stay until dismissed (or page change) ?

I would personally not prefer having the notifications stay around indefinitely, but I'm not all users :)

If we require user intervention to dismiss them, maybe making a simple hover enough to kick of the dismissal?

We can talk through this more, but in general doing anything for the user on hover is really bad UX - it's problematic for people with motor control impairment or who are blind.
