It might make sense to support content/ alongside public/ and app/ (that is, in rootDir). Raising for discussion - originally idea from @Atinux in nuxt/nuxt#26444

See nuxt/nuxt#27029 for how we're currently supporting v4 folder structure if you want to experiment in the mean time.
