Support runtime environment variable injection

Description

I would like to be able to set my env variables for the docker image or a cloud app service resource (e.g. Azure App Service) so that it can be read by the application and resolved within the code.

Motivation

One application build for all environments.

Building an application that suports loading in runtime environment variables is definitely possible with Nx.

What kind of specific features were you looking for from Nx to support this?

I would like to have possibility using e.g. Azure Web App Service, to set env vars, and they will be automatically available as env vars in my app. So I don't need to setup any .env* files.
