Clarify situation with Haidra _currently_ #23

What is the current situation wrt #Haidra. Are they:

A current member whose continued membership is being reviewed?
A proposed member whose joining is being reviewed?
A secret third thing, such as a member project but whose future support is being reviewed, or whether they get a seat on the senate being reviewed?

Next, what happens if the general membership votes for/against Haidra? What are the next steps based on that vote?

Further, can we get clarification around whether they currently have a sitting senate member and, if so:

Whether that senate member can vote in this situation or if there is a conflict of interest?
What happens to that senate member depending on the outcome of this vote?
